Didn't West Ham have £20m rejected for him (and £15m for Richie) a few weeks ago? He looks very good but not £20m good (yet) but then again Lukaku doesn't look the £65m player being touted. Still think our priority for when Rom leaves, is a decent replacement. That being said, I read that the £100m to spend was irrelevant of players sold and that their fees would be in addition to.
