Some clubs do, some clubs don't. Everton attended a meeting earlier today with the other 19 Premier League clubs to discuss what should happen when the money comes in. If clubs were only allowed to pay, say, £20k a week max per player, it would level the playing field & stop clubs like City buying the title as the best players would hopefully be spread among teams more evenly, plus if they had to pay a lot less of their income towards wages, clubs would be able to bring ticket prices down (not that they neccessarily would though!). Obviously it would have to apply to all leagues worldwide and be enforced by FIFA, and it will never ever happen, but it's a nice thought... Would be better to have a rule saying that you cant work at a loss. And you cant shove money into a club without getting something back at the same worth. (ie not pay 60 mil for box seats) By forcing clubs to work for break even atleast to gain their licence (lex Portsmouth) would slow down the transfer market considerably. As Peter said, it is hard to enforce, but I think we're within 5 years of the game becoming a farce with who can realistically win competitions. In Spain, due to the way TV rights are distributed, a huge wedge of the money goes to Real Madrid and Barcelona. So there, the league will basically alternate between these two. In this country, this is essentially between 4 teams, but I can see it alternating between Man City and Chelsea if the financial situation continues. The big problem with enforcement is that it must be a worldwide cap, otherwise we'd have the best players deserting the country. It works supremely well in Rugby League with several teams who can win it, despite some questions over bending the rules initially - e.g. family members being paid separately.
